Within the framework of cooperation between the Ministry of Finance and the IMF, the IMF supported the implementation of the Report "Assessment of Climate Change Mitigation Options in Viet Nam". The report reviews Viet Nam's climate change mitigation goals, discusses different fiscal policy tools that Viet Nam can use to achieve them, and makes recommendations on design the emission trading system (ETS) that Viet Nam plans to deploy in the near future.
Despite difficulties posed by the Covid-19 pandemic, the Ministry of Finance of Viet Nam has made efforts to coordinate with donors to implement nine technical assistance projects using ODA grants in 2021. These projects have helped the Ministry of Finance in implementing public finance reforms and achieved certain outcomes in that field.
The "Trade Facilitation Program" (hereinafter referred to as TFP) is a technical assistance project funded by the United States Agency for International Development for the Government of Viet Nam. The governing agency of the Project is the Ministry of Finance of Viet Nam, the project owner is the General Department of Viet Nam Customs.
On December 1, 2021, the Ministry of Finance of Viet Nam and the United States Agency for International Development (USAID) signed a Memorandum of Understanding (MOU) on technical assistance in public financial management. This MOU is considered as an important cooperation program that aims to help the Ministry of Finance of Viet Nam improve public financial management capacity.
