During the regular government press conference held on April 3, 2024, Mr. Dang Ngoc Minh, the Deputy Director General of the General Department of Taxation, announced that as of April 2, 2024, all but four stores nationwide have issued electronic invoices after every sale. These remaining four stores are located in remote areas, but they will have the installation completed next week, as part of the government's directive to achieve 100% compliance with electronic invoicing for retail gasoline.

Mr. Minh has announced that the Department of Industry and Trade, along with local departments and agencies, will work with the General Department of Taxation to oversee gas stations and their issuance of retail invoices shortly.
Mr. Minh also mentioned that electronic invoices will be implemented in 2021 according to the guidance of the Ministry of Finance. All businesses and households have implemented electronic invoices by 100%. The tax agency has also developed a technology platform that stores 7.5 billion transactions of people and businesses from 2021 to the present.
It became evident during the implementation process that the State manages petroleum specially. Following the Government's recent direction, the Tax Department has issued four telegrams to the entire system and advised the Ministry of Finance to issue documents directing the whole system of tax authorities. It also coordinates with local Departments of Industry and Trade to synchronously deploy 63 Tax Departments and 115 Tax Branches to closely monitor gas station activities.
The information technology infrastructure system is developed along with the synchronous implementation of Project 06, which has helped promote digital transformation in petroleum businesses. Petroleum businesses that have timely solutions to support digital transformation are appreciated. They have also realized the significance of digital transformation and invested in improving technology at gas stations.
The involvement of the entire political system, support of media and information systems, and consumer awareness is appreciated so that consumers understand the need to issue invoices and promote digital transformation in enterprises.
This is a condition for closely managing petroleum products, creating conditions to strengthen governance in the petroleum sector, and combating commercial fraud in the petroleum business. The Tax sector will continue to advise and support the Government in strictly managing e-commerce and deploying electronic invoices and service activities.
According to the General Department of Taxation, issuing electronic invoices for each sale helps buyers receive them as soon as they finish purchasing gasoline. For invoices with tax authority codes, buyers can participate in the "Lucky Invoice" program. For businesses, issuing electronic invoices for each sale helps them quickly and accurately update sales revenue from time to time and control inventory well, thereby avoiding fines in the field of taxes and invoices.
In March 2024, at the regular Government meeting and the Government's online conference with localities, Prime Minister Pham Minh Chinh emphasized the importance of deploying the use of electronic invoices, especially for catering, service, and petroleum retail business.
