On April 17, 2024, the Ministry of Home Affairs released a Summary Report on the 2023 Administrative Reforms Index of ministries, central agencies, and People's Committees of provinces and centrally governed cities. The report revealed that the Ministry of Finance achieved an impressive index of over 88.62% for the construction and development of Electronic Government and Digital Government in 2023. The Ministry of Finance has identified "promoting modernization, developing a digital financial platform based on the application of information technology linked with digital transformation" as a breakthrough in the Financial. Strategy until 2030.

In 2023, the Ministry of Finance achieved several significant objectives.

The Ministry of Finance has announced that by 2023, all administrative procedures that meet legal requirements will be available as online public services. These services are designed or redesigned to enhance user experience by pre-filling user information and data that users have previously provided under agreements or collected and shared in compliance with quality standards. The Ministry has improved its online public services to ensure a smoother user experience.

The Public Service Portal and the Electronic Single Window System of the Ministry of Finance are connected and share data with the National Public Service Portal. All online public services related to citizens and businesses have been combined into the National Public Service Portal, with the Ministry of Finance integrating 284 online public services into it.

The Ministry of Finance has effectively implemented large-scale information systems that align with the digital transformation program. These systems focus on supporting administrative procedures for citizens and businesses in areas like taxation, customs, and treasury.

In addition, the Ministry of Finance has accomplished assigned tasks in Decision No. 107/QD-BTC dated January 28, 2022, concerning the issuance of the implementation plan of the Ministry of Finance for Decision No. 06/QD-TTg dated January 6, 2022, approving the Project on the development of population data, identification, and electronic authentication applications to serve national digital transformation.

The Ministry of Finance has collaborated with the Ministry of Public Security to complete the implementation of key tasks assigned by the Government and the Prime Minister in the Project on the national population database, including notable contents like synchronizing tax data with the national population database and unifying the use of the citizen identification number as the tax identification number.

Circular No. 63/2023/TT-BTC dated October 16, 2023, has been issued by the Ministry of Finance to stipulate fees to encourage the use of online public services, with fee reductions ranging from 10% to 50%. This policy is expected to support citizens and businesses with an annual amount of approximately 100 billion VND.

The Ministry of Finance has deployed electronic invoices and initiated electronic invoices from cash registers, with the total number of electronic invoices as of December 31, 2023, being around 6.271 billion invoices, and the number of invoices initiated from cash registers is over 104.8 million invoices.

The Ministry of Finance has issued Decision No. 1986/QD-BTC dated September 19, 2023, to provide a detailed implementation plan for Directive No. 18/CT-TTg dated May 30, 2023, of the Prime Minister on enhancing connectivity and data sharing to support e-commerce development, tax collection, and ensuring financial security.

All exchange documents between units under the Ministry of Finance and between the Ministry of Finance and other state agencies are conducted electronically and digitally signed by dedicated digital signatures, except for classified documents as regulated by law. The Ministry of Finance has implemented the Document Management Program (EdocTC), which has provided digital signatures for 100% of officials in the Ministry of Finance.

90% of work-related files at the Ministry of Finance are processed on the network environment, excluding files classified as state secrets. All processes from document drafting to document submission to leadership levels are conducted in the digital environment.

All personnel files for officials, civil servants, and employees are stored and managed in electronic form. The Ministry of Finance has implemented centralized personnel management software, collecting data for nearly 70,000 officials in the finance sector.

95% of the systems have implemented network monitoring, safety, and security (SOC). The Ministry of Finance has implemented network safety and security monitoring for 94 out of 98 information technology systems in the finance sector, reaching a rate of 96%.

Continuing strong digital transformation

The Ministry of Finance has approved the Digital Transformation Plan for the year 2024 with Decision No. 837/QD-BTC on April 15, 2024. The purpose of the plan is to promote digital transformation effectively and provide quality digital financial services for society. The decision will be effective from the date of signing.

The Ministry of Finance will continue to implement the objectives approved in Decision No. 1484/QD-BTC on July 27, 2022, regarding its Digital Transformation Plan until 2025, with a vision towards 2030. This is to optimize its operations, mobilize social participation, and address emerging goals assigned by the Party and the Government.

The Ministry of Finance will focus on implementing the digital transformation tasks effectively in alignment with the year 2024, designated as the "Year of Digital Economic Development with Four Pillars" according to the conclusions announced by the Prime Minister.

The Ministry of Finance will continue to carry out the tasks and solutions approved in Decision No. 1484/QD-BTC on July 27, 2022, regarding its Digital Transformation Plan until 2025, including disseminating and popularizing the Party and State's digital transformation policies, improving policy mechanisms, and implementing specific programs and tasks to serve its digital transformation.

The Ministry of Finance will also organize conferences and workshops to exchange and share best practices to enhance digital awareness and promote the digital transformation of the Ministry. It will also strengthen international cooperation and exchange experiences in digital transformation with countries that have relevant experiences worldwide.

The Ministry of Finance will issue timely policies and mechanisms to create favorable conditions for the rapid and sustainable digital transformation of the financial sector, particularly digital transformation policies for administrative reform.

The Ministry of Finance's data center will be utilized efficiently to serve the needs of its departments. The national financial database will be developed, including coordination plans with other ministries, sectors, and localities to establish, manage, update, share, and utilize "accurate, sufficient, clean, and live" data in a seamless manner on a national scale. The Ministry will also establish and expand its open data for citizens and businesses.

The Ministry of Finance will build a digital customs platform, a digital port system, and an electronic tax system. It will also continue to provide training and digital skills development for officials and employees in the financial sector, including approving training and upskilling plans for officials, civil servants, and workers before March 30 each year.

Digital transformation personnel will be attracted, recruited, and trained for state agencies, or consulting experts will be hired to carry out digital transformation tasks in state agencies according to the regulations of the law.

The Ministry of Finance will enhance exchanges, surveys, and learning experiences in domestic and international digital transformation. It will ensure network information security by completing classification, identification, and approval of information system safety levels and plans by appropriate legal regulations and national standards for information system security levels.

The Ministry of Finance will update and improve the overall architecture, ensuring compatibility with the 3.0 E-Government Architecture Framework of the Ministry of Information and Communications as stated in Decision No. 2366/QD-BTC dated December 30, 2020.

The Ministry will continue to effectively implement the electronic invoice platform, and construct and deploy the digital customs platform and the digital port system, creating favorable conditions for citizens and businesses to participate in interaction and use the services of the Ministry of Finance. The deployment of applications and services on mobile platforms for core business activities and activities will also be promoted.
