On August 8, 2022, at the 3rd meeting of the National Committee on Digital Transformation, the Ministry of Information and Communications announced the Report on the assessment of the level of ministerial and provincial level digital transformation in 2021 (DTI 2021). According to the ranking results, in 2021, the Ministry of Finance continues to rank first in terms of digital transformation index in 2021 for public service providers. This is the second year, the Ministry of Finance has led in terms of the digital transformation index.

The Ministry of Finance maintained the leading position in DTI among the ministries providing public services with a value of 0.6321, an increase compared to 2020 (0.4944). The second place belongs to Vietnam Social Security and the third place belongs to the Ministry of Planning and Investment. There are 04 ministries which do not conduct the assessment due to specific characteristics: the Ministry of Public Security, the Ministry of Defense, the Office of Government and the Ministry of Foreign Affairs.

According to the newly released report, the Ministry of Finance has many outstanding digital transformation activities in 2021, specifically: 100% the 4th level of online public services; 100% basic customs procedures are automated; 100% of customs departments, customs sub-departments carry out electronic customs procedures; 99.65% of enterprises participate in implementing electronic customs procedures; 90.84% ​​ratio of online documents to the total number of administrative procedures; 99.6% of people and enterprises are satisfied when using online public services; more than 20 million of e-payments through the online public service system.

Implementing the direction of the Prime Minister, ministries, branches and localities must provide 30% of the 3rd and 4th level online public services on the National Public Service Portal in 2020. Up to now, the Ministry of Finance has connected and integrated 358/519 at the 3rd and 4th online public services on the National Public Service Portal, reaching a rate of 68.98% (30% higher than the government's requirement).

On July 27, 2022, the Minister of Finance signed Decision No. 1484/QD-BTC on the issuance of the Digital Transformation Plan of the Ministry of Finance to 2025 orientation to 2030. This Decision replaces Decision No. 1874/QD-BTC dated November 27, 2020 of the Ministry of Finance on promulgating the action plan of the Ministry of Finance to implement Decision No. 749/QD-TTg dated June 3, 2020 approving of the National Digital Transformation Program to 2025 orientation to 2030.

By 2030, the Ministry of Finance will transform the way to serve people and enterprises in line with the government's digital transformation roadmap, focusing on reducing costs, increasing business productivity, facilitating and bringing satisfaction to help people and enterprises participate more in the activities of the Ministry of Finance to jointly create values, benefits, satisfaction, trust and social consensus. The Ministry of Finance transforms how to organize, operate and work effectively in the digital environment so that officials and employees can best perform their duties.

According to the Ministry of Information and Communications, the national DTI includes 24 indicators (the key indicator of national digital transformation). The national DTI value is 0.6110, above the 0.5 average index, and growing by 25.8% compared to 2020.

The determination and assessment of the Digital Transformation Index - DTI at ministerial, provincial and national levels is aimed at substantively and fairly monitoring and evaluating the annual digital transformation results of ministries, branches, localities and countries together with e-Government development strategies towards digital government, digital economy and digital society. The results of the annual digital transformation assessment indicate the strengths that need to be promoted, the weaknesses that need to be overcome, and provide supporting information for ministries, provinces and other authorities to apply appropriate solutions to achieve their targets.

In the first time the Ministry of Information and Communications announced the results of the digital transformation assessment of ministries and provinces, the average DTI 2020 at the provincial level was 0.3026; the ministries providing public services is 0.3982 and the ministries not providing public services was 0.2342. The results of the digital transformation assessment of ministries, branches and localities in 2020 also show that, in the group of 18 ministries and branches providing public services, the three leading agencies are the Ministry of Finance, the State Bank of Vietnam and the Ministry of Planning and Investment. In the group of 7 ministries and branches without public services, the top 3 positions respectively belong to Vietnam Television, Vietnam News Agency, and the Vietnam Academy of Science and Technology.
