The Department of Financial Informatics and Statistics (DFIS - Ministry of Finance) has just issued the Document No. 203/THTK-KHTH dated March 2, 2022 requesting the General Department of Taxation, the General Department of Customs, the State Treasury, the State Securities Commission, the General Department of State Reserve and the Academy of Finance to promote dissemination of effective use of state budget for digital transformation, in order to enhance the law efficiency, effectiveness of using and management of state budget for information technology, digital transformation.

Previously, the Ministry of Information and Communications issued Document No. 639/BTTTT-THH dated February 28, 2022 to ministries, branches and localities on enhancing the efficiency of management and application of information technology, digital transformation using the state budget. The Department of Information Technology - Ministry of Information and Communications has issued Official Letter No. 306/THH-QLDT dated March 1, 2022 on promoting propaganda, dissemination on state budget funded investment for IT and digital transformation.

According to the Ministry of Information and Communications, as the whole country is promoting the implementation of digital transformation, great attention has been placed on the state budget expenditure for information technology and digital transformation. In order to enhance the law efficiency, effectiveness of using and management of state budget for information technology, digital transformation in spirit of economical, effective use as well as prevention of risks and violations, the Ministry of Information and Communications, as assigned by the Government to manage investment in the field of information technology of the country, leading agency for national digital transformation, has issued the Document No. 639/BTTTT-THH dated February 28, 2022 requesting ministries, branches and localities to thoroughly grasp and strictly implement the following contents:

Ministries, branches and localities shall complete and promulgate resolutions, programs and plans on information technology application, digital transformation, ensuring the investment and use of state budget to be implemented on as basis of right content, right purpose, right funding source and in a cost-effective manner.

The issuance of resolutions, programs and plans on information technology application and digital transformation must be consistent with the following documents: Strategy for development of e-Government for the period 2021 - 2025 approved by the Prime Minister at the Decision No. 942/QD-TTg; National Digital Transformation Program to 2025, Orientation to 2030 approved by the Prime Minister at the Decision No. 749/QD-TTg; Vietnam's e-Government architecture issued by the Ministry of Information and Communications at the Decision No. 2323/QD-BTTTT dated December 31, 2019; Resolutions of the Party Committees on digital transformation; Resolutions and socio-economic development plans of sectors, fields and localities; and specific instructions of the Ministry of Information and Communications.

The management and use of the state budget for information technology and digital transformation shall comply with current processes, procedures and legal regulations on investment management, state budget, and bidding, focusing on the followings:

Strengthening discipline, upholding leader’s role in digital transformation; identifying digital transformation as central and important political task. Investment and procurement for information technology application and digital transformation shall follow the principle: having independent supervisor, conducting timely inspection and supervision from planning, approving policies, making estimation to investment, procurement and settlement.

The cost estimation must be calculated correctly, fully, in accordance with the State's regulations, norms and unit prices, suitable with the market, consulting prices and announcing prices of competent state agencies on National bidding network system, public information on bidding posted on the Portal of ministries, branches and localities. Complying with the contractor selection process to ensure competition, transparency, selected products and services shall have the best quality at the most appropriate prices.

The implementation of tasks and projects shall enhance the sharing of information infrastructure, data synchronization, sharing and interconnection among related agencies to achieve the set goals; avoiding spreading, duplicating and overlapping investments. Information technology systems must ensure information security requirements by level, in accordance with regulations, standards and technical specifications promulgated by competent agencies.

Strengthening and improving the quality of verification and appraisal of information technology and digital transformation tasks, programs and projects, in which: Clearly defining technical and technological solutions to meet demand, be suitable to the scale and nature, ensuring the selected products and services to be the best at the time of selection.

The Ministry of Information and Communications has assessed and announced information technology products and services of agencies and organizations on the Ministry's portal for ministries, branches and localities to refer for their investment, procurement and those information will be updated in the near future.

Regularly updating and introducing on the portals of ministries and provinces good and effective models and practices; typical and common designs for interested ministries, branches and localities to exchange, study, refer for application. The Ministry of Information and Communications will further introduce and update of the above said contents on the portal: https://t63.mic.gov.vn/.

Clearly defining investment efficiency, investment efficiency shall be measured and quantified: Depending on the size and nature of the project, a comparative method can be used (between actual results/ data collected at assessment time and the set objectives/plans; or between the project parameters at assessment time and standard indicators; or a combination) or cost-benefit analysis, determining saving possibility prior to making investment decision.

Developing criteria to assess the effectiveness of investment/IT services outsourcing, digital transformation as a basis for implementation in the following years. The Ministry of Information and Communications will publish basic criteria framework for ministries, branches and localities for reference.

Strengthening the participation of agencies and units in charge of information technology at ministries, branches and localities in inspecting and monitoring of the compliance with legal provisions on information technology and digital transformation investment using the state budget; Strictly and promptly handling acts of harassment, violations, and obstacles to the effective management, implementation and use of state budget for information technology and digital transformation.

Actively reviewing and removing at their competence or proposing competent authorities to remove obstacles and bottlenecks in management and use of the state budget for information technology and digital transformation.

It is also clearly stated in the document that, in 2022 and the coming years, the Ministry of Information and Communications will strengthen fostering and training on information technology application and digital transformation; training on management of information technology application investment using the state budget; training on norms and unit prices in information technology application field;... Conducting periodical or irregular inspections on the compliance with legal provisions on information technology application investment using the state budget, considering the compliance with regulations on investment management of information technology application and digital transformation as a ranking criteria of ICT Index and administrative reform in digital transformation field.

Any difficulties or problems arising in the course of implementation shall be promptly reported by the ministries, branches and localities to the Ministry of Information and Communications, Department of Information Technology for coordination and settlement.
