The Ministry of Finance has determined that promoting online public service provision is a top priority in the process of establishing e-Government and digital government to create favorable conditions and further reduce costs for the people, enterprises to promote socio-economic development.

There are total of 896 administrative procedures under the management of the Ministry of Finance. As of December 14, 2021, 100% of administrative procedures are provided with online public services, of which public services at 1rd level are 94 (reaching a rate of 10.39%), public services at 2rd level  are 269 (30,05%), public services at 3rd level  are 81 (9.05%), public services at 4th level  is 452 (50.51%). The total number of online public services at 3rd and 4th levels are 533 (59.55%).

Specifically, the Ministry of Finance has connected and integrated 346/533 at 3rd and 4th level online public services into the National Public Service Portal is (accounting for 64.92%), of which, 150 were provided by General Department of Taxation, 97 by the General Department of Customs, 7 by the State Treasury, 36 by the State Securities Commission and 56 by the Ministry of Finance’s agencies.

The online public services of the Ministry of Finance bring more and more utilities for people, organizations and enterprises. These services help them to reduce time, costs, and also brings satisfaction when participating in transactions with financial authorities. Therefore, the online public services of the Ministry of Finance are always highly appreciated by people, organizations and enterprises.

At the same time, to promote online public services, the Ministry of Finance has issued Decision No.1607/QD-BTC dated August 23, 2021 on management, operation and use regulations of the Public Service Portal and the Ministry of Finance's electronic one-stop information system. 

Regarding the implementation of the information and reporting system, the Ministry of Finance has connected with the government information and reporting system and completed providing data on 15/15 indicators in some main areas such as: revenue and expenditure state budget, state budget deficit, government debt balance, foreign debt balance, public debt compared with GDP, value of import and export goods, outstanding debt ratio, tax payment hours, rate disbursement of public investment capital and state budget capital... reported to the government according to Decision No. 293/QD-TTg dated February 24, 2020 on the Set of Indicators of synthesize periodical reports and socio-economic statistical reports to serve the direction and administration of the Government and the Prime Minister.

About the aspect of electronicization of periodical reporting: The Ministry of Finance has reviewed the proposed lists of electronic periodical reporting mode for the period of 2020-2022, including 230 periodical reporting modes within the scope of management functions of the ministry to deploy on the Information and Reporting System of the Ministry of Finance. Accordingly, there are total of 230 reporting modes under the management of the Ministry of Finance that have been implementing electronicization in the period 2020-2022, reaching a rate of 79.31%, exceeding 20% compared with the requirements in Resolution No. 17/NQ-CP dated March 7, 2019 by the Government.

Modernizing the tax, customs and treasury sectors

In the field of taxation, the electronic tax declaration system has been deployed in 63/63 provinces, cities and 100% of tax branches. As of December 14, 2021, there were 853,636 enterprises using electronic tax declaration services out of a total of 854,247 operating enterprises (reaching a rate of 99.93%). The number of electronic tax declaration dossiers that were received from January 1, 2021 to December 14, 2021 is 17,008,082 ones.

The General Department of Taxation has coordinated with 55 commercial banks and 63 tax departments to deploy electronic tax payment services and encouraged enterprises to use the service. As of December 14, 2021, the number of enterprises that have registered to use the service with the tax agencies is 848,090 out of a total of 854,247 operating enterprises (reaching a rate of 99.28%).

The number of enterprises completing service registration with banks is 845,293 out of a total of 854,247 operating enterprises (reaching a rate of 98.95%). From January 1, 2021 to December 14, 2021, enterprises have paid taxes through 3,123,854 electronic tax payment transactions with an amount of over VND 731,872 billion and 40,356,595 US dollars.

In addition, the General Department of Taxation has implemented electronic tax refund in 63 provinces. From January 1, 2021 to December 14, 2021, the total number of enterprises participating in the electronic tax refund is 9,304 out of a total of 9,539 enterprises (reaching a rate of 97.54%). The number of dossiers were received is 25,543 out of a total of 25,885 (reaching a rate of 98.68%). The total number of dossiers that the system has processed and refunded is 18,640 with a total amount of refunded more than VND 136,983 billion.

Furthermore, the General Department of Taxation continues to implement the Electronic Invoice Scheme and from January 1, 2021 to December 14, 2021, there are 215,679 e-invoices that have been issued codes with a total revenue of more than VND 23,844 billion, the tax amount on the e-invoice issued code is more than VND 2,094 billion. Nationwide, as of December 14, 2021, there are 629,979 enterprises applying e-invoices following to Circular No. 32/2011/TT-BTC.

On November 21, 2021, the General Department of Taxation officially activated the implementation of the e-invoice system for 6 provinces/cities: Hanoi, Ho Chi Minh City, Quang Ninh, Binh Dinh, Phu Tho and Hai Phong.

As of December 14, 2021, there were 220,028 registration dossiers using e-invoices sent from taxpayers to tax authorities. The tax authorities received and completed processing of 871,466 invoices from taxpayers that suggests granting code; 38,339 invoices without code sending full content. The General Department of Taxation has deployed at 63 tax departments and tax branches, so far there are 492,722 registered accounts and the number of declarations have sent from January 1, 2021 to December 14, 2021 is 140,445.

Currently, the General Department of Taxation has deployed a registration fee electronic declaration service nationwide. From January 1, 2021 to December 14, 2021, the number of electronic declarations at the Hanoi Tax Department has 38,945 dossiers, accounting for 12.71% of the total number of dossiers; at the Ho Chi Minh Tax Department is 35,315 dossiers, accounting for 10.9% of the total number of dossiers. 

In addition, the General Department of Taxation has connected with 07 commercial banks to provide e-tax payment services for individuals, electronic registration fee payment for cars and motorbikes on the National Public Service Portal or through internet banking, mobile banking payment channels. Across the country, from January 1, 2021 to December 14, 2021, the number of car and motorbike registration fee payment transactions through I-banking and mobile banking accounted for 6.05% of the total of 3,483. 320 transactions.

In the field of customs, the General Department of Customs has coordinated with ministries and branches to complete the implementation of administrative procedures on the National Single Window by 2021. As of December 15, 2021, there are 235 administrative procedures of 13 ministries was officially deployed on the National Single Window, with over 4.7 million dossiers from over 51.5 thousand enterprises (from January 1, 2021 to December 15, 2021 with over 1,2 million dossiers of over 8,000 enterprises).

In 2021, Vietnam has continued to exchange electronic certificate of origin information form D with all nine ASEAN countries: Singapore, Malaysia, Indonesia, Thailand, Brunei, Cambodia, Myanmar, Laos and the Philippines. From January 1, 2021 to December 15, 2021: the number of C/O that Vietnam has received from ASEAN countries was 220,880 C/Os; C/O number sent by Vietnam to other countries was 894,616 C/Os. From September 15, 2021 to December 13, 2021: The number of C/O that Vietnam has received from ASEAN countries was 48,596 C/Os; the number of C/O sent by Vietnam to other countries was 132,685 C/Os.

The General Department of Customs continues to manage, supervise and ensure the operation of the VNACCS/VCIS automatic clearance system and the centralized information technology systems of the customs sector are stable 24/7, ensure security, safe, smooth communication lines effectively to serve the customs clearance of imported and exported goods.

The General Department of Customs has also successfully established and implemented an automatic customs management system at ports, warehouses and yards (VASSCM) at 33/35 customs departments in provinces and cities that creates favorable conditions for enterprises, ports, warehouses and yards, reduces time and costs for import and export enterprises, and enhances the effectiveness of customs supervision.

In the treasury sector, the State Treasury has positively integrated and modernized the management of state budget revenues and expenditures through the State Treasury moving towards simplicity, publicity and transparency in processes and procedures; modernization in technology; strictly ensure management of State money and assets towards the goal of the State Treasury Development Strategy which is to build an electronic treasury, towards a digital treasury with 3 no "No customers at the office", "Cashless" and "Paperless".

Currently, the online public services system at level 4 of the State Treasury is operating stably and smoothly, serving 100% of the entities that are required to participate in the system (except for units in the security and defense sector, organizations and professional associations), with the number of transactions of state budget expenditure documents reaching 99% of the national expenditure documents on TABMIS. There are 90% of budget-using units that have installed a risk warning application on mobile devices to promptly check account balance fluctuations and transaction processing results about documents on the online public services system for risk prevention and transparency.
