In 2021, the Ministry of Finance has continued to implement e-documents sending and receiving smoothly and synchronously, upgrade and deploy the document management and administration program to expert level at all departments and units of the ministry’s headquarter, complete the integration of personal digital signatures on electronic documents on eDocTC program and currently pilot at the Department of Informatics and Financial Statistics under the Ministry.

After 5 years of implementation, the number of electronic documents (figured out from December 2015 to December 10, 2021) to be stored and managed on eDocTC program is 2,548,950 documents. (2,007,514 incoming documents; 243,685 outgoing documents; 276,307 ministerial level submissions; 19,261 department level submissions, 2,183 other internal documents), making average number of documents stored and managed on the program to be 424,825 per year. The Ministry has also implemented the first trial operation of the eDocTC2 program from November 16, 2021.

The Ministry of Finance has ensured the technical infrastructure and solutions for interconnection between the Ministry’s document management and administration system and the National document connection axis. The Ministry has sent 11,736 outgoing e-documents and received 40,364 incoming e-documents via the axis (statistics from January 1, 2021 to December 8, 2021)

According to the Ministry of Finance, the total number of administrative procedures under the ministry’s management is 896 procedures. As of December 9, 2021, 100% of administrative procedures are provided as online public services, of which, 94 online public services at 1st level (accounting for 10.39%); 269 at 2nd level (30,05%); 81 at 3rd level (9.05%) and 452 at 4th level (50.51%). The total number of public services at 3rd and 4th levels is 533 (accounting for 59.55%).

The Ministry of Finance has determined that promoting the provision of digital services is a top priority in the process of building e-Government and digital government, to facilitate and further reduce costs for people and businesses in order to promote socio-economic development. Therefore, the Ministry of Finance has completed the connection and integration of 346/533 online public services at 3rd and 4th levels into the National Public Service Portal, reaching the rate of 64.92% (30% higher than the requirement specified at the Resolution No. 01/NQ-CP dated January 1, 2020 and Resolution No. 17/NQ-CP dated March 7, 2019 of the Government).

Among those online public services, 150 are provided by General Department of Taxation, 97 by the General Department of Customs, 7 by the State Treasury, 36 by the State Securities Commission and 56 by the Finance Ministry Office. Online public services provided by the Ministry of Finance with more and more utilities help reduce time, costs, and bring satisfaction to people, organizations and businesses upon participating in transactions with financial institutions, therefore, are always highly appreciated by people, organizations and businesses. At the same time, the Ministry of Finance has issued the Decision No. 1607/QD-BTC dated August 23, 2021 promulgating Regulation on management, operation and use of the Public Service Portal and electronic one-stop information system of the Ministry of Finance.

The Ministry of Finance has connected with the Government Reporting Information System and completed providing data on 15/15 indicators in a number of key areas, such as state budget revenues and expenditures, state budget overspending, Government debt balance, foreign loan balance, public debt balance on GDP, value of imported and exported goods, outstanding tax debt ratio, tax payment hours, public investment capital disbursement rate, state budget capital... , reported to the Government according to the Decision No. 293/QD-TTg dated February 24, 2020 of the Government promulgating the socio-economic periodical reports and statistical reports indicators to serve for direction and administration of the Government, the Prime Minister; daily operating criteria as requested by the Government Office at Official Letter No. 4699/VPCP-KSTT dated June 12, 2020, such as: state budget revenue and revenue structure, value of imported and exported goods, trade balance, tax collection targets (by tax type, tax payment area), securities information, etc.

At the same time, the Ministry of Finance has reviewed and proposed the list of electronic periodical reporting regimes including 93 periodical reporting regimes within the Ministry of Finance’s management coverage. In December 2021, the Ministry of Finance continues to review and promulgate a list of 137 periodical reporting regimes proposed for electronicization in the years of 2021-2022 to deploy on the ministry’s Information and Reporting System. Accordingly, total number of periodical reporting regimes under management of the Ministry of Finance currently being electronicized and proposed to be electronicized in 2021-2022 period is 230 regimes, accounting for 79.31%, 20% higher than the requirement specified at the Resolution No. 17/NQ-CP dated March 7, 2019 of the Government.

The result of tax modernization

According to the Ministry of Finance, the electronic tax declaration system has been implemented in 63/63 provinces and cities and 100% Taxation Sub-Departments. As of November 19, 2021, 849,037 enterprises implement electronic tax declaration (reaching 99.93% of total operating enterprises). The total number of electronic tax declaration dossiers is 16,457,222.

The General Department of Taxation has coordinated with 55 commercial banks and 63 provincial taxation departments to deploy electronic tax payment service and propagate and mobilize businesses to use the service. As of November 19, 2021, the number of businesses registered for the service with tax agencies is 844,147 out of total 853,511 operating businesses, reaching 99.35%. The number of enterprises registered for the service with banks is 841,783 out of total of 853,511 operating enterprises (reaching 98.6%). Counting from January 1, 2021 to November 19, 2021, 2,980,959 electronic tax payment transactions have been done with an amount of over VND 678,659 billion and USD 40,356,595.

In addition, the General Department of Taxation has implemented electronic tax refund in 63 provinces and cities. From January 1, 2021 to November 19, 2021, the number of enterprises implementing electronic tax refund is 8,856 out of 9,075 enterprises applying for tax refund, accounting for 97.59%. The number of received e-applications is 23,338 out of total 23,649 applications, reaching 98.68%; The number approved e-applications is 16,927 with total refunded amount of more than 121,127 billion VND.

At the same time, the General Department of Taxation continues to implement the Electronic Invoice Scheme. From January 1, 2021 to November 19, 2021, the number of coded invoices is 204,067 with total revenue of more than 22,121 billion VND, on which, tax amount is more than 1,943 billion.

Deploying e-invoices according to Circular No. 32/2011/TT-BTC: As of November 18, 2021, there are 621,790 enterprises applying e-invoices according to Circular No. 32/2011/TT-BTC nationwide.

Deploying e-invoices according to Decree 123/2020/ND-CP and Circular 78/2021/TT-BTC: On November 21, 2021, the General Department of Taxation officially activated the e-invoice system for 6 provinces and cities including Hanoi, Ho Chi Minh City, Quang Ninh, Binh Dinh, Phu Tho, Hai Phong.

For support on e-tax declaration and payment applicable to house renters: The General Department of Taxation has implemented at 63 tax departments and their sub-departments, so far, there have been 480,184 registered accounts, number of declaration sent from January 1, 2021 to November 19, 2021 is 128,186 declarations.

For support on electronic declaration and payment of registration fees for cars and motorbikes: From June 30, 2020, the General Department of Taxation has deployed registration fee e- declaration service at Ha Noi and Ho Chi Minh City and then so far extended such service nationwide. From January 1, 2021 to November 19, 2021, the number of electronic declarations at Ha Noi Taxation Department is 29,234, accounting for 10.95% out of the total declarations; at Ho Chi Minh City Taxation Department is 26,426, accounting for 9.45% of the total 279,553 declarations. The General Department of Taxation has currently connected with 07 commercial banks to provide electronic tax payment services for individuals, e-payment of e-registration fees for cars and motorbikes on the National Public Service Portal or through other payment channels such as Internet banking, Mobile banking. From January 1, 2021 to November 19, 2021, there were 159,650 payment transactions for cars and automobiles registration fees done through internet banking and mobile banking, accounting for 5.99% of the total 3,107,371 transactions nationwide.

235 administrative procedures of 13 ministries and branches deploy on the National Single Window

The General Department of Customs has coordinated with ministries and branches to complete the implementation of administrative procedures on the National Single Window in 2021. As of November 30, 2021, there are 235 administrative procedures of 13 ministries and branches officially implemented on the National Single Window, with nearly 4.5 million records of 51 thousand participating enterprises (from January 1, 2021 to November 30, 2021, the number of newly implemented administrative procedures is 28, the number of applications processed on the National Single Window Portal is over 642,882 with about 7,171 participating enterprises).

In 2021, Vietnam will continue to exchange information on electronic certificate of origin form D with all nine ASEAN countries: Singapore, Malaysia, Indonesia, Thailand, Brunei, Cambodia, Myanmar, Laos and the Philippines. As of November 30, 2021, the numbers of C/Os Vietnam received from and sent to ASEAN countries are 453,098 C/O and 1,121,526 C/O respectively (from January 1, 2021 to November 30, 2021, the number of C/O Vietnam received from ASEAN countries is over 217,500 C/O; and sent to other ASEAN countries is 805.053C/O).

In 2021, the General Department of Customs continues to manage, supervise and ensure the operation of the automated clearance system VNACCS/VCIS and the Customs sector’s centralized information technology systems to be stable 24/7, ensuring security, safety, smooth transmission, effectively serving for customs clearance of import and export goods.

In addition, the General Department of Customs has built and successfully implemented an automated customs management and supervision system (VASSCM) at ports, warehouses and yards at 33/35 provincial Customs Departments, facilitating enterprises of port, warehouses and yards business, reducing time and costs for import and export enterprises, and enhancing the effectiveness of customs supervision.

The State Treasury's 4th level online public services system operates stably

The State Treasury has implemented modernization of state budget revenues and expenditures management through the State Treasury towards simplicity, publicity and transparency in processes and procedures, modern in technology, ensuring strict management of state money and assets in order to realize the goal of the State Treasury Development Strategy which is to build an electronic treasury, digital treasury of "No customers at the office", “No Cash” and “No Paper”.

Currently, the State Treasury's 4th level online public service system operates stably and smoothly, serving 100% of entities required to participating in the State Treasury's 4th level online public service (except for those under the Security, Defense, Professional Organizations and Associations). The number of transacted state budget expenditures document reaches 99% of total expenditure documents nationwide on TABMIS. More than 90% of state budget-using units have installed a risk warning application on mobile devices to promptly look up changes in account balances and results of transactions processed on online public service system for purposes of risk prevention and transparency.

Since October 2021, the State Treasury has implemented remote monitoring for the receipt and process of transaction records via online public services. Specifically, supervise the receipt of documents on online public service system to be no later than 8 working hours as prescribed in the Decree No. 45/2020/ND-CP dated April 8, 2020 of the Government; monitor multiple-rejected online public service payment dossiers; supervise overdue dossiers in accordance with the Government's Decree No. 11/2020/ND-CP dated January 20, 2020.
