The General Department of Taxation said that since November 21, 2021, when the announcement of the application of electronic invoices was made, it has received registrations of about 40,000 enterprises. There are currently more than 81,000 e-invoices that have been issued. Since the new regulations came into effect, it is basically meeting the required conditions in terms of tax administration and Circular 78/2021/TT-BTC, dated September 17, 2021, guiding the implementation of a number of articles of the Tax Administration Law, dated June 13, 2019, Decree No. 123/2020/ND-CP of October 19, 2020, of the Government on receipts.

According to the General Department of Taxation, at first, there were some problems related to software or lines. However, the General Department of Taxation and organizations that provide solutions for electronic invoices and transmission lines have regularly upgraded the application and also answered many questions from taxpayers from six provinces and cities and basically achieved the set results.

On the afternoon of December 1, 2021, the Vietnam Financial Times coordinated with relevant organizations to organize an online seminar with the topic "Benefits of electronic invoices."

On September 17, 2021, the Minister of Finance signed and promulgated Circular No. 78/2021/TT-BTC guiding the implementation of a number of articles of the Law on Tax Administration No. 38/2019/QH14 and Decree No. 123/2020/ND-CP.

To execute regulations of the law, the General Department of Taxation has developed a roadmap to deploy electronic invoices in two phases, and it has been approved by the Minister of Finance. Phase 1 will be deployed from November 2021 to March 2022 in 6 provinces and cities: Hanoi City, Ho Chi Minh City, Quang Ninh, Hai Phong, Phu Tho and Binh Dinh. Phase 2 will be implemented from April 2022 to July 2022 in the remaining 57 provinces and cities. Currently, phase 1 has officially been deployed since November and is receiving great attention from both individuals and enterprises.

For the e-invoice management policy to be as good as it is today, the tax sector has spent a long time improving relevant regulations, as well as putting e-invoices into practice.

The current promotion of the application of e-invoices by the tax sector is also suitable for the "National Digital Transformation Program to 2025 with orientation to 2030" of the Prime Minister, in accordance with the direction of Minister of Finance Ho Duc Phoc on the request to promote the application of information technology, especially in tax, customs, treasury...

For the General Department of Taxation, putting e-invoices into practice is one of the most important hightlights of the current process of digital transformation of the tax sector.

At the online discussion, representatives of the General Department of Taxation, the Vietnam Chamber of Commerce and Industry as well as the enterprises that supply e-invoices, will share the regulations related to e-invoices in the legal documents on enacted tax, analyze points that are different and stand out from the previous regulations and evaluate benefits that e-invoices bring to both management agencies and enterprises, etc.

According to data from the e-invoice system of the General Department of Taxation, from the day of activation of the system to apply e-invoices in 6 provinces and cities, there have been around 30,000 enterprises registered to apply e-invoices according to Decree 123, Circular 78 and around 60,000 e-invoices with tax authority codes have been issued.

Initial results are very positive. Although there are some problems in the early stages related to transmission lines and software solutions, both tax authorities, solution and connection providers have regularly upgraded the application and answered lots of questions for interprises to ensure the tax office will grant code issuance quickly for interprises’ e-invoice.

Up to now, the General Department of Taxation has publicly posted information about 40 organizations providing e-invoice solutions on the web portal of the General Department of Taxation. About the subject: Being organizations operating in the field of information technology that are established under the laws of Vietnam; Information about the e-invoice service is publicly available on the organizations’ websites. 

About personnel: There are at least five employees with university degrees majoring in information technology. 

About technology: must meet the requirements for technical infrastructure, information technology equipment, and software systems.

+ Providing solutions for creating, processing and storing data of e-invoices with tax authority's codes and e-invoices without codes for providers and buyers in accordance with e-invoice law and other relevant laws;

+ Having solutions to receive and transmit e-invoice data to service users; and a solution for transmitting and receiving e-invoice data with tax authorities through the organizations that receive, transmit and store e-invoice data. Information on the process of receiving and transmitting data must be logged in order to fulfill the control duty.

+ Having solutions to backup, restore and secure e-invoice data;

+ Having documents about the results of successful technical testing of the solution for transmitting and receiving e-invoice data with the service provider of receiving, transmitting and storing e-invoice data.

This is an important policy for the tax sector as well as the business community. In recent years, the finance and tax sectors have been pioneers in IT applications and digital transformation. Converting e-invoices across the country is a major effort. The tax sector has made great efforts to prepare the infrastructure for a long time.

For tax authorities, micro and macro management are real-time so that it can help them to manage, forecast and support taxpayers better. Finally, the economic benefit of using e-invoice is the greatest advantage for the whole society.
